The brushes are in the .abr file included in the .zip file. When in Photohsop, go to your brush tool. Where you have your brush selection dropdown menu (usually at the top), there is an menu indicated by a an arrow in the upper righthand side. If you click that, you will find a Load Brushes option. Load the .abr file and they will then appear in your brush palette.

Hopefully that helps.
